  1. Given the history of Northern Ireland, between the Irish Catholics and the Protestants largely of Scottish ancestry, this is not as outrageous at it might seem. It is not surprising to me that diplomats who are supposed to worry about worst-case scenarios would worry about violence "in isolated cases."
